Gonzalo Queipo de Llano nasceu em Tordesillas, Espanha, a 5 de Fevereiro de 1875. Foi educado num seminário, mas fugiu e entrou para o exército espanhol como artilheiro. Mais tarde, tornou-se cadete na Academia Real de Cavalaria. Como oficial de cavalaria, lutou em Cuba e Marrocos, onde ganhou reputação pelas suas acusações de cavalaria de swashbuckling.
Queipo de Llano foi libertado da prisão em 1926. Continuou a criticar o governo e em 1928 foi demitido do exército. Dois anos mais tarde, tornou-se líder da Associação Militar Republicana. Tornou-se também associado ao Comité Revolucionário Nacional, um grupo que conspirava para derrubar Alfonso XIII. A revolta fracassou e Queipo de Llano fugiu para Portugal.
Quando o rei abdicou em Abril de 1931, Queipo de Llano regressou a casa e foi-lhe atribuído o importante cargo de comandante da 1ª Divisão em Madrid. Mais tarde, foi nomeado chefe do Estado-Maior do Presidente Niceto Alcalá Zamora.
Pouco depois, Queipo de Llano, Emilio Mola, Francisco Franco, e José Sanjurjo, começaram a conspirar para derrubar o governo da Frente Popular. Isto resultou na eclosão da Guerra Civil Espanhola a 17 de Julho de 1936. Queipo de Llano, com apenas 200 homens, assumiu com sucesso o controlo de Sevilha.
