Fermín Cacho Ruiz (nacido el 16 de febrero de 1969) es un atleta español de atletismo, ganador de la medalla de oro en los 1.500 metros en los Juegos Olímpicos de verano de 1992 en Barcelona y de la medalla de plata en los 1.500 metros en los Juegos Olímpicos de verano de 1996 en Atlanta.
El primer resultado notable de Cacho se produjo en 1990, cuando quedó segundo en los 1.500 m del Campeonato de Europa en pista cubierta de Glasgow. En los Campeonatos del Mundo en Pista Cubierta de 1991, celebrados en Sevilla, Cacho volvió a ser segundo en los 1.500 metros, por detrás de Noureddine Morceli.
En los Juegos Olímpicos de Barcelona, Cacho no era considerado una amenaza seria para la medalla de oro. Pero la final olímpica de 1.500 m se corrió a un ritmo muy pedestre, y Cacho se posicionó perfectamente en la última vuelta, y superó a sus rivales, con una última vuelta sin precedentes de 50,6 segundos, para ganar la medalla de oro en 3:40,12.
En 1993, en los Campeonatos del Mundo de Stuttgart, Cacho terminó segundo, pero al año siguiente se hizo con el título de 1.500 m en los Campeonatos de Europa de Helsinki. En los Campeonatos Mundiales de Gotemburgo, Cacho sólo terminó en octavo lugar.

And I attacked, I attacked with my soul, with my heart, to burst. When I passed Chesire I put my elbow in a little, changed the pace and flew. With eighty meters to go, I saw that I was champion. I am champion, Olympic champion. I won. I have achieved what I was looking for. Fermín won the gold with a time of 3:40.12, worse time than in qualifying and in the semifinal. Moroccan Rachid El-Basir is silver and Mohamed Sulaiman bronze. Noureddine Morceli was seventh.

The City Council assures that they summoned Fermín Cacho’s representative to travel to Barcelona, but they immediately clarify: «I think we did not pay for his trip or his stay as other private entities or some media do».
The current municipal government seems to be distancing itself from major sporting events, whose representatives criticize the fact that it has reduced subsidies to Circuit de Barcelona-Catalunya.
